Can you actually do home schooling with an ipad or does it have to be a laptop?
It depends on which program you are using because not every program is supported by Apple, but basically it should work!
You can't say that across the board, we e.g. If you have a program in IT that is only available for laptops and PCs, you won't get very far with an IPad. Otherwise it works with an IPad.

But I personally prefer the laptop / PC because of the larger screen and that I can take notes on the side
In theory, yes.
Will only be scanned in and may be difficult for some file formats. (You could ask your teachers to always send a specific one, e.g. PDF files or something, if it can't be opened with any program).
