Minecraft itself doesn't need much. It works perfectly on a laptop with any Ryzen CPU with iGPU.
As far as the mods are concerned, it depends on the mods. The RTX Mod basically requires an RTX 2060 to run stably at 60 fps. There are mods that push good hardware to its limits, especially if you have dozens of mods installed.
But I'm not a Minecraft expert. I only pass on what my son tells me.
With an RTX 2080 and an Intel Core i9-8950HK you are definitely on the safe side. It just costs € 7,000.
