I'm looking for a low-cost good notebook for general use at home or out so maybe an ipad? Can anyone recommend something?
IPad and laptop are probably very different things.
If you are looking for such a combo, choose Surface.
Otherwise just a laptop. For so 300 - 400 Euro you will find something, if you have nothing big before

The iPad. You get the cheapest performance you can't really exhaust in everyday life. A laptop with this price would work miserably. I also do not recommend the Surface, unless you buy the more expensive devices.
