How much fps does obs pull?

I ordered a laptop with a ryzen 5 4600h and a gtx 1650. And now the question is because I want to record yt videos and stream how much fps does Obs draw?

You can kind of forget that, just because of the waste heat.
You can't say "how much" in general depends on many factors.

And where do you want to know that there's laptop cooler.

Because a laptop is not suitable for streaming and a laptop cooler can't provide the necessary cooling performance that a PC case offers.
