I'm looking for a laptop for college or something like that. My only requirement is that you should be able to write on it with a pen and that it is small. 14 inches maximum. It shouldn't be a tablet either where you have the keyboard as a single part without a direct connection. It shouldn't cost more than 1500 euro either.
I'm a bit overwhelmed in my search due to the huge selection and the many advertisements for the various models.

Ipad, apple pen and keyboard. It's a tablet, but they have keyboards that are attached in such a way that it's like a laptop that you can close.

Shouldn't you ask what our questioner wants to study or is studying? Because with an iPad you are very limited in terms of software.

It's a nice size in my opinion, has decent battery life, and the pen is very neat. Even if unfortunately not there to my knowledge.

One should not interpret more purely in questions than is there. Many only use Word or Excel and any device can do that.
