Windows laptop and ipad?

I would like to buy a tablet for university and other purposes.

I'm studying German and Art. At the Kunstuni everyone probably says that an ipad is the best way to draw, etc.

I don't know anything about IOS at all. I'm just afraid that it will get so complicated when you transfer data to my Windows laptop (or Android smartphone).

Ultimately, I need a tablet that you can write with and a few illustrations. As well as a small keyboard can be connected.

If you have any tips, would you like them to come? Or suggestions for other devices in the middle price range? (Limit 550 euro)
