Windows partition not over 4gb due to file requests?

Moin, I have the following problem:

I wanted to create a new partition with Windows 10 on my "old" laptop (it is not that old, it is not yet 8GB RAM etc.). It should be 30-40gb in size. There's still 180GB free on the hard disk. However, if I go into diskmgmt now, I can't remove more than 4.5gb from partition C.

My guess is that there are fragments of files hanging around because I once wrote almost completely on the hard drive. I have also run the defragmentation tool several times without success.

It's not that important now, but it worries me if it doesn't work, so I'm asking here for help.

There are defragmentation tools that can place data practically at the "beginning" of the partition. I would try something like that
