My laptop has for some time the problem that he only loads when it is off or when I put him with a connected charging cable once in standby. Then it works until I remove the charging cable, then it starts again from the beginning.

Try another charging cable. Borrow. Should be something with 12 volts. Amp no matter.
If it has a malfunctioning capacitor, then there's no proper DC out. Since it may be that it just enough in strange situations, the device still just un load.
So experimentally try another power supply.
