A friend of mine is a DJ and told me that PA speakers get much louder with the help of a mixer than just connected via a laptop because they get more power with the help of the mixer and are thus amplified. Is that correct?

Depends on the input level of the PA speakers. Of course, a mixer outputs a higher level than a laptop. But you could also simply turn up the gain control on the PA speaker

Or maybe you didn't quite understand the DJ correctly. Speakers are either passive or active. The max. In both cases, performance depends on the output stages, whether built-in or external. The mixer can't change the maximum output of the power amplifier / LS.

Nope simply has to do with the fact that PA equipment usually has higher input levels. The laptop can't fully extend the output stage / LS because the output level is too low.
