Hey so I've felt a nervous breakdown by now… I've been sitting here for 20 minutes and my laptop isn't responding, I've already googled but everything I should have done didn't work. This means something like on / off button, keyboard shortcuts, etc. There should actually be nothing to do with the cooling, with which everything is fine.
By the way, I have: HP Pavilion Gaming 15-dk1000 series. Just so that it is said.

Is the PC on or off?
Turn off. Just long press the power off until it is off. Then wait a little and then start again.
Go into the services and deactivate everything that has to do with Adobe. That seems to be causing problems at the moment

Possibly there's a USB device or an internal card is defective, something is attached to the PC? (USB devices / storage etc.) agree. Then test with another mouse obs then works with it.
Whenever the computer doesn't do anything, either wait, turn it off or unplug it.
