Actually I have a good line on the laptop, everything works fine on the cell phone and television too

Why do you go in there with the PC via Wi-Fi? Can then be due to the receiver part on the PC.

The task manager only shows what is going in and out. If you're not doing anything, nothing will be displayed.
It is best to check how much is arriving in your router. With a Fritz Box, you simply enter Fritz.Box in your browser and log in.
It's not that accurate, but you can do an online speed test
