My laptop can no longer boot up (Windows 7)?

So at the beginning it starts normally, then Windows loads, then it crashes and it starts again. And so on. You can't do it with Windows Startup Help either. From there I reset my laptop to the status from 20.12.2019 and it still doesn't want to.
