Keyboard of the start bar does not work. Why?

I have had the problem for a long time now that on my (probably somewhat older) laptop I can only use the keyboard on the start bar. Everywhere else. Now I have moved and can't use my laptop because I can't enter the password for the Wi-Fi.
I tried to find out something on the internet but I'm probably too stupid. Would be nice if someone could help me.

Frankly, I don't fully understand the question, is it Windows at all? The WLAN key is entered in a text field of an application, just like in all other programs, what then appears, nothing at all or maybe just wrong characters?

Yes, Windows. What do you not understand about the question? I can use my keyboard anywhere except on the taskbar. I can neither type in the search nor a Wi-Fi password. I can't type the password anywhere else and paste it. It just does not work.
