With a vacuum cleaner or compressed air. Make sure that the fan wheel does not turn. Hold the fan with two fingers or needle-nose pliers. Reason: The rotating fan can turn the motor into a dynamo and current can flow into the electronics. This in turn can lead to a blackout of the PC.
