Vulkan run time libraries uninstalled on Windows 7?

Vulkan should be part of your graphics driver, so z.b. Supplied with the Radeon or Geforce driver package.
Install the latest version of your VGA driver and everything should fit again.

Volcano is backward compatible, so it is enough to install the current version.
