If your laptop has a LAN connection, you can of course connect the device to your LAN via cable. Usually by plugging into a router.
If the router is connected to the Internet, you also have access to the Internet. (Unless the router's admin doesn't deny it to you!)

PS: A hotspot is a WLAN access point of commercial providers. You can't want anything with a cable!
