Windows or BIOS start from Linux [dual boot]?

I can't operate the GNUB and also do not go into the BIOS. Is there a way to open the BIOS in Linux or start Windows from Linux?

If the computer has a keyboard port for PS / 2, then you come only with a PS / 2 keyboard in the BIOS. There are USB ports for this PS / 2 adapter.
