That's because you have a three-phase voltage. 3x 230V to N phase shifted by 120 °. So you can connect to any three-phase outlet everything else. A socket is in principle nothing more than a three-phase socket, only without L2 and L3

This uses a phase to neutral, which are then also 230 volts. You only have 400 volts between phase and phase. Of course you should not use them:-)

Yes there are adapters where you can use of the power socket 230volt, it has both, 400volt and 230 and depends only on how it is connected. The 1900watt I think for a fairy tale because it needs a special backup and not handeslüblich
