The Sims 4 - Discover University also has very moderate hardware requirements with high settings. Ultra is unfortunately not in the budget. Therefore, you should concentrate on your requirements on manufacturing quality, a good touchpad and keyboard, and a good display.
My choice would be an Asus VivoBook 15F512DA-EJ1084T. Since it has a relatively fast CPU with a graphics solution that is still sufficiently fast for Sims4. It also has an IPS panel for strong colors. I see the 15 "as a desktop replacement still big enough without getting too annoying when carrying it. With 512GB it also has a properly sized SSD and the ram can even be upgraded.
